The World Governments Summit 2027 takes place in Dubai from 1 to 3 February 2027. It is one of the densest weeks in the global calendar for government and corporate travel: the 2026 edition drew more than 6,250 participants, over 60 heads of state and government and their deputies, more than 500 ministers and representatives of over 150 governments, across more than 445 dialogue sessions.

Why Dubai is the easiest of the three, and still catches people out
Compared with a cordoned Chinese megacity or an Alpine valley, Dubai is forgiving: wide roads, two international airports, a dense cluster of hotels within twenty minutes of most venues, and an established protocol machine that handles heads of state every year. The catch is different here. It is volume, and it is concentrated.
Sixty heads of state means motorcades, and motorcades mean rolling closures on Sheikh Zayed Road and the coastal routes at exactly the hours your executives want to move. A twenty-minute transfer becomes fifty without warning, twice a day, for three days. Dubai does not fail your plan slowly — it fails it all at once, on the morning of a keynote.

Al Maktoum International is the one people forget. It is further out, but for private aviation and for delegations arriving on charters it is often the faster door-to-door option, and it avoids the DXB terminal congestion entirely in a week when everyone is landing at once. Decide which airport before you book the hotel, not after.
Where your delegation sleeps decides how the week feels
Three clusters absorb most of summit week. The Jumeirah and Madinat resorts sit closest to the traditional venue area and are the calmest choice if you can get the rooms. Downtown Dubai and DIFC suit delegations whose real business is banking and bilateral meetings rather than the main stage. The Palm is the compromise: excellent rooms, one road in and out.
Whichever you choose, the rule is the same — put the vehicle where the people are and hold it there. A car crossing the city to collect someone during a closure is a car that arrives late.

Lock vehicles and hotels together
Dubai’s premium chauffeur supply is deep but not infinite, and summit week overlaps a strong leisure season. Book the fleet when you book the rooms.
Confirm accreditation and access
Venue access for vehicles, set-down points and any protocol requirements for principals. These are issued, not assumed.
Drive the legs at the real hour
The hotel-to-venue run at 08:00 is a different road from the same run at 14:00. Record the alternates for when the main artery closes.
Arrival wave
Most delegations land the day before. This is the single busiest movement of the week and the one most often under-resourced.
Hold, do not release
Sessions overrun and bilaterals appear. A vehicle staged at the hotel absorbs that; a vehicle released to another job does not.
Two airports, one afternoon
Split departures between DXB and DWC where the flights allow, and stagger them. The terminal queues are the constraint, not the roads.

Can you handle movements to Abu Dhabi during the week?
Yes. Abu Dhabi is roughly 140 kilometres from Dubai, about ninety minutes off-peak and up to two and a half hours in summit traffic. It is worth agreeing the rate and the waiting-time rule for those runs in advance rather than treating them as an extra on the day.
